< Back The Latest California Trade Report- Released February 2023 Center for Jobs and the Economy Feb 8, 2023 Transportation & Warehousing remains the primary middle-class wage, blue collar industry expanding in the state The share of total US goods trade (exports and imports) through California ports was largely unchanged with a dip to 16.00% (12 month moving average; compared to 16.03% in November 2022 and 17.05% in December 2021). California remained the #2 state, behind Texas with 19.79% (compared to 19.68% in November 2022 and 18.04% in December 2021). Trade through the Atlantic port states was at 29.58% (compared to 29.65% in November 2022 and 30.23% in December 2021). While the critical infrastructure required to support the state’s competitive position for this economic activity continues to be under challenge , Transportation & Warehousing remains the primary middle-class wage, blue collar industry expanding in the state. Between 2007 and 2022, the historical base for this type of upward mobility job—Manufacturing—saw employment drop by 158,000. This job loss was more than covered by growth in Transportation & Warehousing by 331,800. The Warehouse & Storage component alone grew by 183,100. Much of this growth occurred during the recent pandemic, the sole point of expanding rather than recovering jobs in this period. Transportation & Warehousing is not the only industry that can provide better-paying jobs and consequently upward mobility options to these workers, but it is the only one showing substantial growth in the state. Yet as with other portions of the traditional middle-class wage economy, growing costs are already pushing some of the warehouse components to other states, in particular Arizona . Port congestion, rising operating costs, and continued labor action uncertainty have also led to a shift in the underlying base for these jobs, as the share of US trade through California ports dropped from the recent high of 18.6% in February 2018, to only 16.0% in the latest data. In this period, Texas went from 16.9% to 19.8%, essentially reversing the relative position of the two states and pushing California into an increasingly distant second place. Read excerpts of “To Protect Supply Chain, Independent Truckers Need Clarity” in The Mercury News below: “AB5 codified the employee classification test under the landmark 2018 Dynamex decision. This change significantly narrows the circumstances for someone to qualify as an “independent contractor” and prohibits more than 70,000 drivers from continuing to earn a living under a model that has been allowed for decades. “As stakeholders at the frontlines of the goods-movement crisis, we do not support additional disruptions to California’s already strained supply chain. However, we understand the predicament that thousands of owner-operators find themselves in as enforcement of AB 5 on the trucking industry is imminent. Truly, what could be expected from these owner-operators who see their livelihoods on the line? “Our associations, along with more than 70 other organizations including manufacturers, agricultural associations and local entities, recognize the vital role of independent truckers. The Goods Movement Alliance (GMA), which says it’s focused on finding “common sense solutions to the goods movement crisis,” wants to be an information resource for its members and policymakers in a state key to moving product to much of the rest of the country. “It’s a long time coming and something that we’ve seen be necessary for having a clearinghouse for goods movement and supply chain issues in Sacramento for all the stakeholders that touch this area,” said GMA co-chair Matthew Hargrove. The November trade numbers saw a general decline as pandemic period patterns began to reverse and as China experienced continued lockdowns. Total trade through the state’s ports dropped both in nominal and real terms from November 2021, and was down in real terms compared to pre-pandemic November 2019. Origin exports were down 1.0% nominal (-3.5% real) from the prior year, and down 0.3% nominal (-12.2% real) from November 2019. Destination imports fell more sharply, down 10.6% (-12.9% real) from the prior year, but saw little change in real terms (down 2.5%) from November 2019. The drop in trade activity was also seen in the continued easing in supply chain congestion. In their latest report, Marine Exchange of Southern California indicates the San Pedro Bay ports have remained free of backups since November 22. The situation has in fact reversed with the ports now reporting open berths. Globally, similar easing has come from declining trade levels. The New York Federal Reserve’s Global Supply Chain Pressure Index remains somewhat elevated due to continued factors in Asia, but is down sharply from its peak in December 2021. Read excerpts of “Economic Contribution of California Ports” from BST Associates below: “California has 11 public port districts… In addition to cargo terminals, ports operate cruise terminals, recreational and commercial marinas, airports, industrial property, commercial property, as well as public amenities such as public parks, trails, and other amenities and uses. The ports also have a strong environmental mandate. “The governance structure of ports also varies. Some ports, such as the Port of Los Angeles, are departments of a city. Others, such as the Port of San Diego, are special districts created by the state and are independent of the cities they serve… The role of each port depends on a number of factors including: local population, local industry, local resources, and inland transportation connections. “California has become a leading global trade and transshipment center because of its world-class infrastructure and a massive local market, which results in more favorable costs for delivering cargo to and from all parts of the United States. California has evolved into a distribution center for U.S. trade with Pacific Rim nations partly because of its geographic location, but also because such a large portion of the trade is consumed locally. “In 2020, the amount of waterborne trade moving through California ports was worth $416 billion. < Back Freightwaves: Goods Movement Alliance enters California supply chain advocacy scene John Kingston Sep 20, 2022 ‘Association of associations’ formed as groups realize they have overlapping interests Between the docks and warehouses of Southern California and the state’s AB5 law on independent contractors, California plays an outsized role in the U.S. logistics sector. And now a lot of once disparate groups that were exposed to supply chain issues but had never worked together on shared interests have a new umbrella under which to stand. It is called the Goods Movement Alliance. Formed in August, the alliance was described by Matthew Hargrove, its co-chair, as mostly an association of associations that has come together because of their interests in supply chain issues in the Golden State. Hargrove himself is the president and chief executive officer of the California Business Properties Association (CBPA), which includes such supply chain-focused companies as warehouse operators. “Some of our main members are some of the largest commercial real estate companies,” he said. While the supply chain events of the past year or two may have been the catalyst for the final push to create the Goods Movement Alliance, Hargrove said in an interview with FreightWaves that the momentum is not new.
